In view of the commitment to ensure the sustainability of the project "Early childhood education and care in the municipality of Kyustendil" from 01.05.2024 in the building with the address of the city of Kyustendil, Vasil Levski street No. 6 with Decision No. 151/ 28.03.2024 of ObS-Kyustendil, after an order for preliminary approval by ASP /Order No. RD 01-0349/15.02.2024 and Decision No. RD 04-0225/15.03.2024 of ID of ASP/ are provided the following social services under Art. 15 of the Law on Social Services from the Center for Public Support /CSP/:
1. informing and consulting (as a generally available and as a specialized service);
2. community work;
3. advocacy and mediation;
4. therapy and rehabilitation (only the therapy standards);
5. training for the acquisition of skills (as a generally available and as a specialized service).
3 pedagogues and 2 Roma educational mediators have been appointed to the team of the Center for Social Care (2 social workers, 2 psychologists, a speech therapist and a pedagogue) to continue the provision of integrated health, social and educational services provided in the implementation of the project "Education and care in early childhood age in Kyustendil Municipality".
The services in the Center are provided after establishing the needs of each child and/or their parents in an individual needs assessment and an individual support plan.
The purchased cars have been provided by the Municipality of Kyustendil for use by the Center.
Mobile community work is carried out on the ground in the Roma neighborhood and remote rural, poor areas to reach needy children from 0 to 6 years old in their homes, with a view to improving their health, social and educational inclusion.
Specialists of the CEP carry out consistent and continuous individual work with parents in the available specialized environment and in their homes to develop skills for responsible parenting; clarification of health insurance rights, compliance with the immunization calendar; counseling young mothers, explaining the risks of early pregnancy, explaining the benefits of family planning, inclusion in the labor market and/or finding a suitable job, etc.

The implementation of project BGLD-2.003-0004 "Early childhood education and care in Kyustendil Municipality" and the achieved results were reported at a closing press conference held on April 25 in the meeting hall of Kyustendil Municipality.
The main goal of the project is to provide support to children from vulnerable groups, including from Roma communities in early childhood and their families to improve access to health care, form parenting skills, improve the family environment, increase children's school readiness for inclusion in the education system, aiming to limit the transmission of poverty between generations. The main target group of the project are children aged 0-6 from the municipality of Kyustendil who do not attend/do not have access to a kindergarten or crèche, or live in isolated rural and urban, mostly poor areas with a concentration of problems creating a risk of poverty , social exclusion and marginalization.
The project created a complex of services (hub) providing functionally related services for education and care at an early age for children from the target groups and their parents. The complex of services is applied flexibly, through one stationary and two mobile teams. In the central part of the city of Kyustendil, a building has been furnished and equipped, where Hub 1 has been created to provide individual and group consultations to users, and two off-road vehicles have also been purchased for the needs of the Hub 2 and Hub 3 mobile teams.
The project was implemented under the program "Local development, poverty reduction and improved inclusion of vulnerable groups", financed by the Financial Mechanism of the European Economic Area 2014 - 2021. The total value of the project is BGN 977,178.92, of which BGN 830,602 BGN 08 financed by the FM of the EEA and BGN 146,576.84 national funding. The beneficiary is the Municipality of Kyustendil in partnership with the Association "Regional Development Center ROMA". Project duration: 18/04/2022 - 30/04/2024 (25 months).
On 11.04.2024, an information event was held under the title "Day of the Open
doors" in the "Service Center - Hub 1 and the mobile Hub 2 and Hub 3" under the project "Education and
early childhood care in Kyustendil Municipality, financed by the Financial Mechanism of
The European Economic Area 2014-2021 under the program "Local Development,
poverty reduction and improved inclusion of vulnerable groups' and is implemented by
Kyustendil Municipality in partnership with Association "Center for Regional Development
ROMA".
The event was honored by the mayor of Kyustendil Municipality - engineer Ognyan Atanasov,
municipal employees, representatives of OIC - Kyustendil, persons related to the activity of
hubs, including community representatives, the general public, media.

Коледно тържество
На проведеното Коледно тържество в "Център за услуги-ХЪБ 1 и мобилните ХЪБ 2 и ХЪБ 3" освен потребителите взеха участие и съдиите, и служителите от Окръжен съд-Кюстендил. Те изненадаха с подаръци за Коледа децата, подготвени от съдия Мая Миленкова. Председателят на Окръжния съд-Кюстендил, съдия Пенка Братанова поздрави децата на техните коледни тържества, като им пожела здраве, топлина и щастие. Всички искрено се забавляваха на тържествата релизирани изцяло в стила на Коледния дух.

Организация на Коледно тържество
По случай предстоящото Коледно тържество екипът и Ръководителят на "Център за услуги- ХЪБ 1 и мобилните ХЪБ 2 и ХЪБ 3" създадоха жизнерадостна и красива обстановка. Кабинетите бяха декорирани с прелестна коледна украса напълно в стила на празника. Предварително беше обсъден сценария за бъдещото тържество, като бяха отправени покани на заинтересовани страни.

Предоставеният щанд на "Център за услуги-ХЪБ 1 и мобилните ХЪБ 2 и ХЪБ 3" беше украсен изцяло в духа на Коледните празници. Създадена бе привлекателна и уютна обстановка, която привлече интереса на жителите на гр. Кюстендил. Изработените коледни украси и картички успяха да изпълнят своята мисия и да допринесат не само за благотоврителната кауза, но и за създаване на Коледно настроение. Почти всички артикули бяха успешно разпродадени.

В деня на един от най-обичаните зимни празници в "Център за услуги-ХЪБ 1 и мобилните ХЪБ 2 и ХЪБ 3" се проведе информационно, образователно мероприятие, което имаше за цел да запознае на достъпен език децата с обичаите и традициите, свързани с Никулден. Беше им разказано за християнската символика и духовната роля на Св. Николай Чудотворец. Децата имаха възможност да се запознаят и с неговия образ. Този светъл празник се намира в тясна връзка с коледните и сурвакарските обичаи, които представляват голям интерес и радост за малчуганите.

Introductory press conference on the project Education and early
childhood care in Kyustendil Municipality
On October 13, 2022, at 11:00 a.m. in the Meeting Hall of the Municipality of Kyustendil, an introductory press conference was held under project No. BGLD-2.003-0004 "Early childhood education and care in the Municipality of Kyustendil", financed by Contract No. BGLD-2.003- 0004- C01 under the program "Local development, poverty reduction and improved inclusion of vulnerable groups", financed by the Financial Mechanism of the European Economic Area 2014 - 2021.
Journalists, municipal officials, persons related to the hubs' activities, including representatives of the community, the general public and representatives of the Regional Information Centre - Kyustendil were invited to the opening event.
The event was opened by Mrs. Radmila Rangelova - Deputy Mayor for Social Services, Programmes and Projects.
The main goal of the project is to provide support to children from vulnerable groups, including Roma communities in early childhood and their families to improve access to health care, form parenting skills, improve the family environment, increase children's school readiness for inclusion in the education system, aiming to limit the transmission of poverty between generations. The complex integrated measures will be aimed at improving access to education, health protection and development of social skills for children aged 0-6 from Kyustendil Municipality who do not attend/do not have access to kindergarten or crèche, or live in isolated rural and urban, predominantly poor areas with a concentration of problems creating a risk of poverty, social exclusion and marginalisation.
The specific objectives of the project proposal are:
- Creation of a complex of services (hub) providing functionally related services for early childhood education and care for the children of the target groups and their parents, including: Provision of support for children of early childhood and support for access to education; Improving access to social and health services for children from vulnerable groups; Supporting the transition from a family to a formal educational environment.
- Engaging and activating families and the community to provide quality early childhood education and care through multiple sequential interventions; formation of parenting skills, health care, social and life skills, as well as the development and education of children.
The project is worth BGN 977,178.92, of which BGN 830,602.08 is financed by the financial mechanism of the European Economic Area and BGN 146,576.84 is national funding.
